What You Need to Know about City Ordinances
When buying or selling a home, or making home improvements, you may need to have a sewer lateral inspection done for the property. Each city has their own requirements. Below is a list of all cities in our service area (San Francisco County and San Mateo County) that have point-of-sale or home improvement sewer lateral ordinances .
San Francisco County:
There are no Sewer Lateral Sale-of-Home Ordinances
San Mateo County Cities:
Sewer Lateral Sale-of-Home and/or Home Improvement Ordinances
Belmont:
- CCTV sewer video inspection is recommended, but not required for sale-of-home
- For home improvements costing $200,000 or more, a sewer lateral inspection is required

Burlingame:
Sewer water test is required with a plumber and a city inspector present for:
- Sale-of-home
- if you are adding two or more plumbing fixture units to your property

Hillsborough: - CCTV sewer video inspection is required for:
- sale-of-home
- your are renovating a space at least 1,500 square feet in an existing structure
- if you are building a new structure connecting to a public sewer main on a property with an existing private sewer lateral
- Pressure/Water Test with city inspector is required for sale-of-home
- Backflow prevention device is required for sale-of-home
- City fees and permits are required

Millbrae: - CCTV sewer video inspection is required for:
- Sale-of-home
- Any project requiring a building permit where plumbing
fixtures are added to the property
- More than 25% of the building area is being remodeled
- City fees required
